Mission Statement 
The mission of Three Rivers Human Services is to provide tools and services, as directed by public policies, to individuals and families to promote self - sufficiency and safety. 

Civil Rights Statement 
Three Rivers Human Services makes available all services and assistance without regard to race, color, religion, national origin, age, sex, political beliefs, disability, or status with respect to marriage or public assistance, in accordance with the Title VI of the Civil Rights Act of 1964, the Age Discrimination Act of 1975, the Americans with Disabilities Act of 1990, and the North Dakota Human Rights Act. 

Income Maintenance Unit - Financial Assistance 

Temporary Assistance for Needy Families (TANF) 
Provides a financial grant to eligible families in which a child is deprived of parental support due to absence, death or disability/incapacity. The purpose of the program is to ensure a safety net while providing an array of services directed at promoting self-sufficiency. Cooperation with Child Support Enforcement in establishing paternity and support orders is required, and eligible caretakers must also participate in the Job Opportunities and Basic Skills (JOBS) program to obtain work readiness skills, training and employment. Benefits are issued through an Electronic Payment Debit Card. 

Supplemental Nutrition Assistance Program (formerly Food Stamps) 
Provides benefits through the use of electronic benefit transfer (EBT) to assist low-income individuals and families with purchasing food. Monthly benefits are based on family size, income and shelter costs. 

Health Care Coverage 
Provides benefits to assist with medical costs for eligible low-income individuals and families. Eligibility is based on income, assets and qualifying as a member of a coverage group. Health Care Coverage includes Medicaid, healthy Steps (Children's Health Insurance Program), and Aid to the Blind. These programs may provide assistance to children and families, pregnant women, and recipients of SSI or Social Security Disability benefits. Health Care Coverage also includes Transitional and Extended Medicaid benefits, Medicare Savings Programs, and the Workers with Disabilities Program. 

Low Income Home Energy Assistance Program (LIHEAP) 
Also referred to as Fuel Assistance, this program provides benefits to low-income individuals and families to assist with the payment of heating costs. The program is available October through May of each year. Seasonal benefits are based on household size, income, assets, housing type and size, and fuel used to heat the dwelling. 

Child Care Assistance Program (CCAP) 
Provides assistance to low-income families to help meet their child care costs. Most families are responsible for paying a share of the cost based on income and family size. 

Foster Care
A program whereby payment for room, board, supervision, clothing and personal needs can be made for children who cannot live with relatives, but reside in a licensed foster home or residential facility.

Community Services Unit - Adult and Family Services  

Home and Community-Based Services 
In-home services are funded for the purpose of maximizing independent living for individuals choosing such services in lieu of long term care in a nursing facility. Services are funded by the Special Payments for the Elderly and Disabled (SPED) Program, Expanded SPED Program, or the Medicaid Waiver. 

Case Management
The provision of specialized assistance based on the findings of a comprehensive assessment of the individual desiring help in selecting and obtaining services and coordinating the delivery of services. 

Basic Care Assessments
Case managers assess whether an individual meets the functional eligibility requirements for residence in a basic care facility. 

Family Home Care
Payments are available to adult family members for the care of an eligible elderly or disabled individual as an alternative to nursing home care. 

Homemaker Services
The provision of non-personal care tasks such as housekeeping and laundry which enables the individual to maintain or develop the independence needed to remain in their own home. 

Personal Attendant Care
The provision of assistance and/or supervision in self-care or health related needs which enable an individual to maintain or develop the independence needed to remain in their own home. 

Respite Care
Provides temporary relief to the individual's primary caregiver for a specified period of time. The caregiver is relieved to the stresses and demands associated with providing continuous daily care. 

Children's Special Health Services 
The provision of medical assistance to children under the age of 21 years who have a qualifying medical condition and who meet family income guidelines. 

Health Tracks
Provides a comprehensive health screening for children eligible for Medicaid. Needed follow-up care is identified and assistance provided with scheduling medical appointments. 

Child/Day Care Licensing and Registration
Provides licensing to individuals and groups care facilities in accordance with North Dakota Century Code and North Dakota Administrative Code. 

Child Protection and Family Services

Child Abuse/Neglect Assessments and Protective Services
Provides for an assessment of allegations of child abuse or neglect and determines findings for needed family services. 

Family Focused Services
Provided intensive in-home case management services for families whose children are in crisis or at risk of out-of-home foster care placement. 

Parent Aide Services
The provision of paraprofessional services to families, providing education and support to meet predetermined goals and prevent out-of-home child foster care placement. Services are provided as a component of Family Preservation Services in North Dakota. 

Safety and Permanency Funds
A financial resource available to assist with the costs of necessities to prevent out-of-home foster care placement of a child or to promote reunification to the family. 

Child Placement Services (Foster Care)
Juvenile court-ordered placement of children between the ages of birth and 18 years of age outside the parental home until a permanent plan is developed. 

Foster Home Licensing
The recruitment, assessment, and training of adult individuals or couples to provide substitute care to a minor child under the order of the court. 

Prime Time Day Care Services
Provides short-term payment to licensed child care providers for the care of children who are victims of neglect or abuse and/or at risk of out-of-home foster care placement. 

Crossroads Program
Provides payment of child care to licensed child care providers for an unmarried minor parent to enable them to complete their high school education. 

Subsidized Adoption
The provision of a grant and/or medical assistance to families who adopt a child or children with special needs.
